A Legal Framework for Successful Community College Facilities Projects

Speakers will include Barbara R. Gabdbois and Sharon Suarez.

Barbara R. Gadbois, is a senior partner at the Gibbs Giden law firm in Los Angeles, with over 35 years of experience in public and private construction law.  She concentrates her practice in the development and management of construction projects, including drafting and negotiation of bid and contract documents, procurement issues, public works, competitive bidding requirements, bid protest issues, pre-qualification, project delivery methods, design-build projects, risk allocation in contracts, claims avoidance, and project closeout.  She represents municipal clients, private developers, and general contractors in all aspects of major multi-million dollar projects. 

Sharon Suarez is a partner at the Gibbs Giden law firm in Los Angeles with over 30 years of experience in public and private construction law. Sharon focuses her practice on representing and counseling public schools, community college districts and health care districts with respect to construction, facilities, real estate, purchasing, contracts and related matters. Her practice consists of providing advice, consultation and legal services concerning public works and procurement issues, including bidding procedures award of contracts preparation of construction, including bidding, construction management, project management, design professional and other consultants agreements, contract administration and close-out and dispute resolution. In the course of representing schools and colleges, Sharon has worked on a wide range of issues, including site selection and development, documenting and handling real estate transactions including easements, entitlements, zoning and land use issues, drafting and implementation of project labor agreements, community outreach programs and owner-controlled insurance programs, managing bidding, contract and claims issues.
